Peer Review Policy

First Round Decision
Both reviewers recommend Accept Manuscript accepted
Both reviewers recommend Accept with Minor Revisions, or one recommends Accept and the other recommends Accept with Minor Revisions Manuscript accepted with minor revisions
One reviewer recommends Accept and the other recommends Revise and Resubmit Manuscript accepted with minor revisions*
One reviewer recommends Accept with Minor Revisions and the other recommends Revise and Resubmit Manuscript resubmitted after revision**
Both reviewers recommend Revise and Resubmit Manuscript resubmitted after revision
One or more reviewers recommend Reject Manuscript rejected***

* The Editor-in-Chief may, at their discretion, decide on “Revise and Resubmit” after considering the substance of the review comments and the extent of the required revisions.

** The Editor-in-Chief may, at their discretion, decide on “Accept with Minor Revisions” after considering the substance of the review comments and the extent of the required revisions.

*** If one reviewer recommends “Reject” and the other recommends “Accept with Minor Revisions” or a more favorable decision, the author may submit an appeal to the Editor-in-Chief. If the appeal is deemed valid, an additional reviewer may be appointed to re-evaluate the original manuscript.

Second Round Decision
Both reviewers recommend Accept Manuscript accepted
Both reviewers recommend Accept with Minor Revisions, or one recommends Accept and the other recommends Accept with Minor Revisions Manuscript accepted with minor revisions
One or both reviewers recommend Revise and Resubmit Manuscript resubmitted after revision, with the final decision to be made by the Editor-in-Chief
One or more reviewers recommend Reject Manuscript rejected

1. Number of Reviewers

A submitted manuscript shall be reviewed by two reviewers.

2. Appointment of Editorial Board

The editor-in-chief shall proceed with the peer review process by appointing editors in accordance with the academic field of each submitted manuscript.

3. Appointment of Reviewers

The editor shall appoint two reviewers who are experts in the related field for each manuscript.

4. Peer Review Results

After reviewing the submitted manuscript, the reviewer shall report whether the manuscript shall be accepted, accepted after revision, resubmitted after revision, or rejected.

  • • The manuscript shall be accepted or be accepted after minor revision if no reviewer calls for resubmission after revision or rejection.
  • • The manuscript shall be resubmitted after revision if one or more reviewers decide that the manuscript should be resubmitted after revision and no referee calls for rejection.
  • • The manuscript shall be rejected if one or more reviewers call for rejection.
  • • A resubmitted manuscript shall be accepted or be accepted after revision if no reviewer calls for resubmission after revision or rejection. The manuscript shall be rejected if one or more reviewers reject the manuscript.
  • • Once the manuscript has been rejected by the editorial board, the contributor cannot resubmit the manuscript to the Journal under the same title and content.

5. Anonymity among Author and Reviewers

Both reviewers and author shall maintain anonymity throughout the peer review process.

6. English Abstract

The English abstract of a manuscript shall be edited by a native speaker before submission. The editing board can defer the publication of a manuscript, if the English abstract of the manuscript were to be deemed problematic.
